A jeep in need of a little love

I just bought a 1995 Wrangler Rio Grande a week ago. It runs ok and everything works, but I can tell it could use a little TLC. sorry if some of my questions seem kinda dumb, but i'd rather ask for the advice of more experienced jeep owners and get it right the first time than blindly stumble ahead and mess something up.

First problem.
When running cold there is a noise that, I'm assuming, is coming from the valve train. its a steady clicking that fades as the engine warms up. any suggestions on possible causes/solutions? I'm thinking that its a sticking lifter.

Second problem.
there is another noise (a rattle) that occurs at about 2K rpms. its coming from the rear of the car so I'm assuming its the exhaust vibrating. possible solutions?

Third problem.
I think i've been experiencing a minor form of the Death Wobble. at 60 mph i'll occasionally feel a vibration in the steering wheel after hitting a bump that lasts for a longer time then you would expect. it's not major but i'm worried that if i don't take care of it that it will get worse. is this the DW?

Fourth problem.
There are some minor aesthetic flaws with the body and underside. there are a couple of spots of rust on the body in corners of panels where the paint has been scratched away or ruined by salt. how much does it typically cost to strip and repaint the entire body? or could i get away with just having touch up work done? also the underside is really rusted.

Fifth Problem.
the parking break doesn't work. i checked the cable out and it seems to be in working condition. should i take the breaks off and check the insides?

Thisis completely normal. They all make a little chattering noise...it's engine music.

Check your exhaust system and hangers.

I would suggest getting an alignment and have the tires balanced to start. Have the shop tighten the front track bar while they are at it.

Fourth problem.

You'll need to goto a body shop for that.

Fifth Problem.
the parking break doesn't work.

Pull off the rear drums to make sure the brakes is working. Isolate the problem.

My '95 had the same problems for #2 & 5..., For the rattle Mine seems to be the heat sheild above the muffler... and for #5, my e-brake assembly cracked at the spot where the ratchet and spring are located, super thin metal. (you can push the brake down, it might hold for a second, or then spring back - that was my problem). If this sounds like your problem then a trip to the junkyard will be needed. -hope this helps any, Todd

check that yours has had the recall done on the parking brake, it may still be outstanding and the dealer has to fix it for free if the recall hasn't been done yet.
