Average 4000 rpm's

I currently have 31 x 10.5 tires on my 4 banger 95 YJ and have been driving it 70 miles a day to work and back on the Interstate. In 5th gear I can get roughly 60-65 mph at 2500 rpm's. I have a hard time maintaining that speed because of the small slopes on the road. I noticed that I seem to run a lot better at in 4th 68-70 mph at about 3500 to 4000 rpm's. Pretty easy to maintain that speed there.
Would I have any potential problems running that small engine at that high rpm level other than low mpg? I don't have a lot of engine experience but to me it seems a little high.

Spinning the engine high puts a lot of wear and tear on it. You should consider a regear to 4.56.

Can anyone tell me what is the average rpm's when running 65 to 70 with stock gears?

Around 2900 rpm's. You can figure your rpm's with different tire sizes and gears here.

Edit: MudMagnetYJ has the best idea with the regear to 4.56.
