can someone tell me what this is for?

It was hanging out of the drivers side behind the rear wheel and is connected to the drivers side rear axel

Its some sort of hose with a plastic connection at the end

won't swear to it but vent tube for rear axle?

Yup. Vent tube. It's supposed to terminate up behing the gas filler.

Tie it up high so it don't get water in your dif. but leave slack for axle to go up and down.

x4. If it's not up high enough it'll let water in and then you'll turn your axle grease into gravy. You an always buy more tubing and extend them all the way up into the cab

nope no otther purpose than to allow for expansion when heat builds up in the axle, and to let water in if not put in a good place

Lay down on the ground behind the drivers rear tire and look up to where your gas filler hose comes from the gas cap, there should be a clip there that the vent hose clips into. the plastic piece on the end of the hose should be facing up when you clip it in, if the clip is gone or broken, then use a zip tie and attach the breather hose to you gas filler hose as high up as it will go. the slack in the hose(for suspension travel)should be between the top of the rearend(your second pic) and where the hose connects to the cross member above the axle.
