Curious about back seat not touching in back

My back seat which looks stock, I noticed that the 3 bolts that it sits on in back are not touching the ground. If I screw them out any more they fall out. All the pressure is on the sides where it pivots to fold. Is this normal, never really noticed it till I was cleaning it underneath.

In the photo, it looks like the seat pin is not all the way in and the lever has not closed. If that is the case, you should be able to just completely close the seat down. If not, may need a trip to the hardware store or local pick n pull.

Looks like the latch there could use some lube as well.. little rusty.

The 3 bolts screw down or up with a jam nut.

I just checked the latch, yep its all the way in and it still hangs. Yes I loosened the jam nut but there are only a few threads holding it on when its almost touching. so Home Depot it is. Grade 8 I know. thanks guys just sometimes need that second opinion.
