Frame Painting

I will be painting parts of my frame this week, sanding down some light rust areas, then primering question is...... On the areas not having rust, should I lightly sand and primer, or is it ok to primer over the old paint then paint? OR Just paint over the old paint without primer?

If you are going to take all the time to clean and paint I would recomend a good paint/sealing paint like POR 15 then top coat it with rustoleum or something else.
I am in the final stages of finishing up a frame up on my 94' thats what I did. used the 3 part system from POR 15.
prep and cleaning is the most important part, also make sure it is dry. It would be impossible to do anything like that up here in Vermont outside because IT RAINS 6 DAYS A WEEK.
good luck.

Screw sanding. A wire wheel on an angle grinder is much faster.
