Question front sway bar question

Im swaping out a frame on a 89 yj (first time) and putting the front end back together. here is hopefully the simple question. installing the front sway bar to the frame. the right side has a mounting bracket but the drivers side looks like it mounts the steering box is that right? if so how because the two holes that it could mount to are not flush

Yes, the sway bar mounts to the steering gear box. And your right the mounting surfaces aren't on the same plane. The bracket that holds it up is longer on one side to match up to the mounting surfaces.
