Most likely, it's the level unit in the tank. The part can be replaced seperately, but, the little part has been discontinued by itself, meaning you have to replace the whole in tank fuel pump with a unit from the dealer just to replace the level unit. It is crazy expensive like over $250 for the unit. I learned about the expense by having to replace the fuel pump and wanted to get the new level unit. Aftermarket can sell you just the pump part but no level unit. Checking out where the electrical problem is, is worth it.

When your Jeep is lifted, generaly, it will NOT drive like it used to.

I have nearly the same problem on my 89' only instead of saying it's empty on a 1/4 tank, the gas hand just flops back and forth between 1/4 and empty, and when i'm out of gas it just stops and sits up. Will replacing what you said to replace fix that?

Fixing what is there will be tough and I have no idea how to even think about creating something to replace what is there.
The level unit is like a small printed circuit boad, some times they crack, or just ware out. Dropping the tank will be a miserable mess, trust me, by the time you get it apart you will be willing to spend almost any amount of money to fix the problem permanently just so you will never have to mess with it again. That is basicly what happened to me, but I was ready with a new pump cause I figured that is how it would turn out. Ugly mess of a job, especially on your back in the driveway.

Hi! check the instrument cluster first for any water damage from the windshield area. corrosion to the contacts will also cause an incorrect reading. Find yourself a scap yard that has a YJ that is close to the same year, the latter models changed the copper templet. Good Luck!
