manual locking hub problems

I got a 90 yj and it seems as if whoever owned it before me changed the front axle out for what looks like a ford bronco front end but I cant be sure I haven"t found any ID tags on yet (I haven't really looked).
so instead of vacuum locking hubs I have manual hubs. the problem is that I cant seem to get them to lock no matter what I do, they just keep spinning when I get out to lock them. It seem like the last time I rode in a 4x4 with locking hubs they only spin 180 degrees from free to lock but mine spin 360 and dont stop. what do I need to do to fix this problem? I'm new to owning a 4x4 and dont know the first thing about it.
