My Jeep went to Cuba

Hello! This is my first post so I apologize if I'm doing anything improperly.

I'm trying to figure out how in Dec. of '96, my white '94 Wrangler was exported from Jacksonville, FL and inported to Cuba. I got this from a Carfax report I ran on the YJ because I was curious about its history.

Could it have something to do with military operations? The Helms-Burton Act was '96, wasn't it? It had spent a year prior to the export in Pensacola and I know there is a base there. Any insight would be immensely helpful as I am not terribly well versed in foreign affairs.

Yes the Navy maintains a base in Cuba.

In order for it to have been exported to Guantanamo bay, would it have had to have been owned by the Navy, or could anybody from the base (service personnel/families) import it?

P.S. I Really wanted my 66 Chevelle, but it weighed too much for a E5 back in 1977.
