I had one and I put it around the sound bar and back to the windshield frame strap mount above the rear view mirror it's been awhile but I'm pretty sure that's where it goes.

I just installed mine today. That strap goes through the footman loop on the center of your windshield (on the inside). Cinch it down tight; it'll help tighten the whole top and HELP keep water from collecting on the top. I emphasized the word "help" because it won't completely keep water from collecting up there in a heavy rain if you're parked.

Mine was actually too short as well. I added another strap from a no-name bikini top that was given to me when I bought this Jeep. I just cut it from the old top and added it to the new one. Sucks that they don't come long enough from Bestop, huh? You'd think that their R&D department would have figured that out. Overall I'm very happy with the top, though, and I think you will be as well when you get everything snugged up.
