Its a vent cable it hooks to the right of where your finger is pointing , on the side of the heater box.

What lever controls it. None of my heater controls move that cable. And what does the large flap in the 2nd pic do when it's opened? Thanks in advance.

The flap opens to let in air from the exterior. And the cable connects to the heater control panel when you slide from heat over to vent the cable would open the flap.

In #2 is the fresh air flap it hooks to an arm on the
right side of flap reach around there and u will find it
If you pull control panel yours will be like mine there is a little tit on the vent lever
That will be broke off or cable will be off

Okay, so I discovered the cable was not attached to the lever control or at the vent door. I reconnected the cable and it now opens the vent door (pic #2) when I slide the control lever to "vent" position. My question now is what does that actually do? My jeep only has defrost vents and floor vents. No dash vents. What's the difference between putting it on "vent" vs. sliding the temp control to "cool" side and running floor or defrost. Im hoping I haven't confused anyone with that question. Anyway, thanks for all the input. It is greatly appreciated.

When you slide the lever to vent, it also opens a fresh air vent door up by the cowl I believe it is operated by vacuum. As well as actuating another one of those doors over by the steering column.

Its designed to let the outside air into the cab. The air bypasses the heater all together.

If you look at the diagrams in the sticky at the top of the "tech" page called YJ heating system, it explains the entire YJ heating system, and these vents are covered in it as well.
