what the hell?

last I went to go for a drive in my jeep, but it was near empty so I went to the gas station 2miles away and put ten bucks in. Ten bucks usually gives me near a quarter of a tank but it didn't register so I thought my gas gauge broke , thought nothing of it. I went to the city 15miles by highway, and when I was coming home on by highway my jeep started to gradually slow down. When I was getting off the ramp it stalled so I thought I had just run out of gas. I walked to the gas station came back to the jeep put 7dollars worth of gas in turned the key to see how much I got and it said a little less than half. I tried to start the jeep but it just didn't want to, so I pulled out the choke gave it gas and it started but the weird thing is the rpms were fluctuating back and forth between 1 and 3, just sitting there revving, there was also a very loud whistling noise come from the carb. I checked the fuel filter and it was fine, so I just tried my luck and just drove it, about 100ft of driving the noise went away. The whole stalling and whistling thing has happen again its usually when I'm getting off the highway with low gas. Does anyone have any ideas as to what this is?

I filled it up today, but before i did i put the fuel filter back on because ive been running it with out it and didnt have to many problems. I barley made it to the gas station it was even worse with the filter, i filled the jeep up and made it home, but it ran like crap. I had to keep the choke out the whole time. I think i might need to change the fuel filter and put a new air cleaner on because it does have a little hole in it. Any suggestions would be helpful

honestly sounds like some crap in the carb. most of the time you can dis assemble, clean and reassemble and it would be fine.
