86 CJ 7, great shape, to buy or not to buy?

Well, about a mile down the road from my house a man owns a detailing garage. In the back of this garage sits an 86 CJ 7:
Original 6cylinder with 60k miles
No rust at all

Essentially, it's in perfect condition. The guy selling it doesn't want to go lower than $7000 and says he's put a good amount of work into it. My mechanic said it's in good shape (took it to him a while ago), but probably wasn't worth 7k.

Sometimes the detailing garage owner sets the CJ up outside and shows it off, and its beautiful. It also DOES NOT have a for-sale sign on it, so I assume it will be there for a while, and I know it has been there for a while already.
I've looked into the value of wranlgers a bit, but do not know what to expect for CJs.

So, would this CJ 7 be worth buying for $7000? just ask if you need more info. I may be able to provide a little more. Thanks!

More info will be a big help but... I can tell you that there are very few CJ's in the world with that low miles and zero rust. I've seen restored CJ's on ebay bringing over $15k on ebay here recently. (Did have some mods)

If it has original paint, drivetrain, interior, etc. all in good shape. Complete with a nice top, original color, etc. you have something most people don't.

What do are your plans? Off-roading hard will hurt the value.

@chefbean43: I'll get some pics soon, and will be asking about it. The only thing is, the guy who owns the garage is storing it for the guy who made it.

@ Dempsey: Well, I know that the guy who owns it restores old cars. It is not the original paint, but the interior was definitely the original, and was in pretty good shape. In the near future, I will ask about the work he did on it. I would imagine some of the parts MUST have been replaced though. It handled like an old car would, so I suspect that a lot of the stuff is stock.
Any off-roading I do is light, maybe small time mudding here and there, and just driving around my friend's family farm, which is HUGE.

It's actually been some time since I tested the CJ and took it to my mechanic, but if this thing checks out, it's MINE in the future

If you want a stock jeep that's in great shape, 7k may be about right. But, if you plan on doing anything to it I would recommend finding a cheaper one to start with. No reason to buy a nicely restored jeep only to change it up. My jeep had a good body and solid drive train when I got it in 2004 and I paid 3k for it. I'd look around at other CJs in your area to compare price & condition.

First question that comes to my mind:

Does it have the Howell/Chrysler EFI conversion?

and How is the title? Salvage?
