Emergency Soft Top?

Is an Emergency soft top for waiting out the rain?
Storage, to protect from weather?
or like a regular soft top, you can travel with it on?

They are model specific, JK, TJ, YJ, CJ.
This says it fits a CJ7 Pavement Ends Part 56810-01 - Emergency Jeep Soft Top

They are for driving, but not too fast. I think 40 is tops. There are better options for storage.
