Nutter bypass

My 83 Cj has the I-6 with a CPU that controls the carb. It starts up fine and when gas is applied it goes great. But when coming to a stop it Boggs down then quits . I've had the carb rebuilt so that part is in good shape. Would a nutter bypass fix this ?
