I recently purchased a 1955 M38a1 and i was trying to find the history behind it but i could not find anything.

Okay, oddly enough I think it was easier researching my 1943 Willys than it has been finding info about your 1955 rig. What I have found from a couple of different sources is this:
Year Serial Number Range
1952 10001 - xxx
1953 xxx - xxx
1954 xxx - xxx
1955 xxx - 85428
1956 10001 - 11000 1000
Your vin does not seem to match the numbering conventions they had at the time since they are only 5 digits. could the number have been assigned later my a DMV? The last 5 digits of your vin: "83556" would seem to align in that time frame.
BTW, another great source for info is http://g503.com/forums/. They are mainly for WWII Jeeps but they have forums all the way through Humm-Vs
