Question 95 YJ Ecu Problems

Hi everyone
New to the Jeep forum and new to owning a Jeep.
Bought a 95 wrangler 3 weeks ago. Never modified, the other owner just put new rims and tires on.
Going to work Friday regulator freaked out and my lights got real bright, volt meter spiked to 19 and then dipped to 12, check engine light came on and I was pushing it about 2 blocks later. No Fuel pressure, changed fuel pump. No dice. Got smart and checked spark, no spark either. Yesterday got it on trailer and took it to friend who put it on his Snapon modis scanner and it cannot talk to the ecu.
I found a replacement ecu but my question is this, Do I have to reprogram a 95 ecu to get it to run? I read all kinds of forums about this and i don't want to mod it or bump the HP right now. Just get it back on the road. I will start sending discussions on where I should start to get it trail ready to take my boys to Colorado later.

Any help would be greatly Appreciated.
