electrical issue??

I have a 99 jeep wrangler sahara automatic tranny. There are 2 key issues that nobody I've spoken to has been able to fix. One, when starting the engine for the first time each day it takes a good 10 to 15 seconds for it to turn over and start. The other issue I have is every once in a while when I'm stopped at a red light, my rpms will jump slightly and my jeep will stall out. Could this be a computer issue? I've had it checked out by mechanics but nobody can seem to figure out what is wrong with it

If it were I, I would look at fuel system then ignition electronics. Same as Model T when it ran like crap. no fuel or no spark, I'll start there.
