Is my antenna a dud?

I think the positive/negative on my antenna might be crossing. I'm completely new to CB's, but as a data electrician I do know what coax line should look like. On my antenna it's missing the plastic insulator, just a solid hunk of metal. Shouldn't it look more like the line that come out of a wall for cable/internet?
