KC Highlite Covers on the road?

Hey guys!

I'm thinking about getting a set of KC Highlites to mount on my windshield, and I have heard that certain states have laws about keeping auxiliary lights covered when on the road. Do the Highlites need to be covered? I noticed that they come with the powder coated cages, but some other KC lights, (like the Daylighters) come with actual covers. Are there rules on wattage? I live in Nevada, but spend a lot of time in California. I researched a little bit, but it;s sort of confusing. Any advice would be appreciated.

From what I have found, any off road or auxilary light mounted above the stock headlights must be covered in both Nevada and Cali. I assume by a cover that is solid and not allow light to work with them in place. No mention if they have to be covered if on the front bumper.
