Kill Switch to turn off

Just bought a 01 TJ test drove it and turned key to shut off. Owner was like oh yeah gotta press button under dash to turn off. My question is why would this had be done and how do I get it to shut off normally.
Would a simple ignition swap solve problem and where can I find a wire diagram of the ignition including battery and starter?

He told me that with standard vehicles the button to release the key broke inside the column. It was going to be expensive fix he said and thats why he put in kill switch.

What do I need to fix?

might have to pull wheel. i'd start with pulling off the plastic trim around the colum might be able to see whats wrong without the wheel.good idea to take off battery cable when working around the air bag. chiltons manual has a decent wiring diagram.

if you need parts for it to make it work i have a steering column sitting around that i purchased for parts. i'll give any of the parts you need just pay for shipping.

the only reason i got it is because part of the ignition broke and its not a part that they make, you have no choice but to get it from a used column. right now its just sitting in my garage. its from a '99, don't know if it makes a difference or not.
