SWR trouble

I was wondering if ya guys could give me some advice. I recently finished installing a cb in my jeep and while I was trying to tune the antenna, I noticed that my SWR reading on channels 1,19 and 40 were all in the 3.2 range. From what I was reading on a Firestick website, that not what I want at all and is actually bad for my radio. The literature I was reading suggested that it would be a short in the coax or something wrong with the stud. I'm kinda confused since all the stuff that I installed was brand new. I was thinking maybe I had an issue with the grounding of the antenna? I have the antenna mount on the luggage rack on the rear of the Jeep with the ground wire attached to one of the screws of the mount. Any suggestions on how to fix the problem? Any advice would help. What is the luggage rack attached to. You need to get a good solid ground to your body/frame.
