Waste of $$$. First, contrary to what their hype might say, they don't help with torque. They only boost the HP a tad when the engine is at wide-open throttle and extremely high rpms like if it were being raced. Around town or on the highway, you won't even notice a chip's presence. By the way, the chip manufacturers are only allowed to legally sell them by restricting their operation to WOT and high rpms.

Since they don't do anything for offroad performance and don't help on the street except for perhaps a teenage street racer, I'd say that is the case.
