90 YJ vac lines to front axle

Just bought this '90 YJ a week ago. Went out today and on our way back found passenger side front rim smoking. Pulled it apart and didn't seem like anything was wrong. Further searching found that in 2w, the driveshaft was spinning with the wheel. Does anyone know if this is how it works? Or is the front wheels supposed to spin freely? Thanks
