Laws about fender flares & mud flaps?

I was pulled over today (rolled a stop sign) and was told I have to have fender flares and mud flaps. I asked about the specific requirements but the officer didn't know. Anyone know what the requirements are in California?

Bummer - Out of the hundreds of Jeeps I have seen in my life, I have never seen a single one with mud flaps. ??

My phone cut off half my post. I've seen two, but they were large JK's, like on 40's. everything was quick release though. I ended fabing some up, this was on my superduty, lifted and on 39's. we've been pulled over before in the jeep and have had no issues and that's on 35's.

I read the statute to mean it has to have fenders or mudflaps or some other device made to minimize dirt/mud from spraying vehicles behind it. So if you have fenders as wide as your tires you're good to go. Maybe I'm wrong, but that'd also mean pretty much every vehicle on the road would need mudflaps, which most don't.
