What makes you think your egr is malfunctioning?
Someone told me that if I sucked on the hose it should hold pressure and it doesn't but when I give it throttle I do se a little pin move in it. Just trying to figure out my smog problem. I just did a howell tbi swap. I am still getting a 0.7-0.9 CO max is .57: and my HC jumps high when at idle here and there. Could it maybe be a faulting CAT since I was running very rich for a while with my old CARB?

Also when I rev it it seems that the rpms hangs for a few seconds before coming down.

The egr is more for controlling NOX but will cause CO to rise due to low combustion temps. The blowing that you are doing is activating the "pin" so the vacuum motor is working.
I would lean more to the cat. It's primary job is to lower CO. Also how long was it parked before getting on the smog rack.

3 years sitting. Then i acquired it and have been working on and off on it, about 1500 miles since the long sit. Have done tune up. Howell tbii new vac lines, manifold fix for a gasket leak, new radiator, alternator , battery.

Do you have a way to measure high temperature? If you do take two different measures of the exhaust pipe and the cat converter. The converter should be slightly higher if not it not working. I am leaning more to the cat because your CO is not that high. I just like to test before saying its that.

Any idea why the HC spikes on the sniffy. What could cause that?

Fuel not burning properly. It can be the cat converter or you tbi conversion should use a o2 sensor to adjust the mixture . There are many things that need to be just right in the chemistry to get the best bang. So as far as high CO it can be a miss, o2sensor, cat converter, in correct timing list goes on and on. It really sounds like your cat is not doing its job. And cat converters work overtime at idle and no load. What is your NOX reading. NOX and co are like a balance one goes up the other goes down.

Not sure of reading I haven't done a full blown smog or pretest with the tbi. Ill change the cat before I blow another 45 on a smog that I will prob fail.
