Heater wont get hot

I have a 2000 tj and I replaces the tstat water pump and flushed my heater core but I am still getting almost no heat. I checked the servos on the heater box and from what I can tell they are all working. I am not sure what else could be wrong unless it's in the dash controls. Anyone else ever hear of this?
