Scout did guess it correctly and no it wasn't about obama.

I am reading a book about American History and it has many interesting things I didn't know...such as this stupid question and other stupid laws enacted.

My book says this occured around the 1900's. Did you also know that in order for Missouri to become a state it had to count every person to get the correct number of representatives in congress....however black people were only counted a 3/5 of a person.

Yup. However, it was not just Missouri. All states seeking admission to the Union had to conduct a census for accurate representation in Congress. Blacks only counting as 3/5ths of a person was actually in the constitution, until is was later struck down and all people are equal by the 14th amendment. Original text below.

Representatives and direct Taxes shall be apportioned among the several States which may be included within this Union, according to their respective Numbers, which shall be determined by adding to the whole Number of free Persons, including those bound to Service for a Term of Years, and excluding Indians not taxed, three fifths of all other Persons.

Compshooter what you posted was true...however Missouri didn't want to be a slave state yet in order to be admitted into the union it had to or else the balance of free and slave states would not be equal...hence the Missouri comromise in which slaves were counted a 3/5ths of a person.

Some of this stuff I am reading is like WTF.

Slaves were counted everywhere as 3/5ths of a person, not just Missouri. The problem was that Missouri wanted to join the Union, but slave states and free states were equal, with 11 each. Free states already had more representation in the House of Representatives due to their larger populations, while the Senate remained equal. Missouri had to be admitted as a slave state to keep the balance equal, like you said, otherwise free states would control both houses. However, the compromise was that Missouri was going to be admitted as a slave state, but as a caveat there would be no slave states north of the southern boundary of Missouri (with Missouri being the exception) in the Louisiana Purchase territories. Maine and Missouri were admitted together, for the most part, Maine as free and Missouri as a slave state, which kept the balance equal.
