It has been modified, originally it wouldn't have had the ramps, you had a mount on the front beam of your buggy that attached to the main rail of the trailer so when you unhooked the trailer the front tires of the buggy would sit on the ground and you could roll it around.
The front end of a rail usually only weighs a couple hundred pounds.
