2 is a matter of opinion. Of the options given D makes the most sense.
A. A tattoo is not a sound investment, you will never receive a return therefore not an investment at all.
B. Tats being "just plain cool" is entirely dependent on the tat, some are just plain stupid.
C.WT means what? only thing I could come up with is "white trash" but that would make no sense.
D.A tattoo is a decoration, just as jewelry is.

The correct answer is in fact C and your understanding of WT is also correct.
