I remember when I worked 3rd shift (and man, do I miss it terribly...I love working nights). I kept black garbage bags over my windows and I slept with a fan on my face. Nothing woke me up. It was great.
Go get some concentrated Round-Up... mix 6 oz to a gallon of water in a pump sprayer. Set the spray to a fine mist (keep the droplets small otherwise they won't drift very well). Go out when there's a light-moderate breeze and spray along the fence line. If his property is downwind from yours, he shouldn't be anywhere within 6 feet of your property for the rest of the summer.
If his house is upwind, set the droplet size a little larger...wait until the wind is fairly calm and aim closer to his yard than yours while spraying the fence line to reduce drifting into your yard

I used to sleep with the TV or radio going for background noise but Amy hates it so I stopped doing it. I may have to try getting back into the habit though, my sleep has really been suffering the last couple years.
