I would consider a machete a tool just like a screwdriver, a hammer, a shovel or whatever. With that being said, any tool could become a weapon at anytime.
Here in Alabama I don't know of any law stating a machete couldn't be carried, I have one in my Jeep, in both of my pickups, have one on my 5000 Ford tractor and even carry one in my company vehicle. One time my company truck was searched before I could enter Ft Rucker Army Base and I was questioned about the machete but they let me go on through when I told them I used it as a tool to clear out vines,and bushes while doing my job when needed.

I agree with totality of circumstances, it's also a huge consideration as to where it is in the vehicle. Anything can be a deadly weapon including an ink pen. The intent of the user is more important than the possession of an object. In other words, in America the vast majority of officers will not be concerned about a machete unless you brandish it or start hackin on somebody with it.
