Need some advice. Neighbor problems.

We rent the downstairs of a 2 floor house. We do not get along with the people upstairs. Reason being, I suspected the upstairs tenants of being involved in drug activity. The woman is home 24/7 and has cars pulling up, she leans in the window and the car pulls off. I confronted them in a rude manner. This was around 3 months ago.

Now I can deal with the childish feet stomping and the dirty looks that I get when our paths cross, but I recently became aware that I am not getting some of my mail. The first clue I got was when I got a call from a doctor saying they sent me 3 bills and not recieved a payment. I paid over the phone and told them I never got the bill. Now I am expecting a $2000 check from my union. It was sent out friday and usually I recieve it on monday. I know it could have been backed up due to the holiday, but I should have got it by now.

What should I do? I am not the type of guy to play silly games of tit for tat. I dont have any solid proof that they did anything, so I dont have any legal ground to stand on. I was thinking of putting up a second mailbox and a surveilance camera. So in essence, they would now be costing me money. What should I do? Any surveilance system you could recommend that has good clarity, but not super expensive?

IMO - get a PO box and pick up your mail there if you susupect your neighbor is stealing it. The mail system in my neighborhood is lousy and my neighbors get my stuff all the time so it could be a simple Post Office mistake.

Regarding your neighbor's activities...If you can move out, do it! If you can't then call the police and tell them you are witnessing suspicious activities and let them do their job. Video tape it and show them if possible.

Mail tampering is tough to prove. However, when the cops get access to their apartment for their "activities" and they find your mail, then they can add the federal charge to it on top of the other charges.

Call your union and inquire as to whether the check has been cashed. Inform them of the problem and see if you can get a direct deposit. Get in contact with your landlord and inform them. It's their responsibility to make sure the place they rent out is livable, and the rental agreement should have something in it about illegal activities.

We had a similar issue when we were in an apartment. Fortunately we were able to move.

i would go to cops about the drug thing, not that they'll really do something about it.... surveillance equipment $$$$ .
po box would be the best. IMO

They do, do something. The other day I passed a couple of Mexican Cartel looking guys walking down the road. I called it in and they arrested the two and found their garden to boot. It was some like this that about burned down our neighborhood last summer. If they think they are about to be busted they just light their camp on fire and leave.

Well I'm not trying to be racial.

They were dressed in camo and had pack fashioned from canvas and rope. Its is just like you would see in a movie, no kidding. They looked just So. American gorillas. It doesn't take much to figure it out.

if you get a chance, write down the make / model and plate numbers of the vehicles that are there, note time of day and how often they are there. do this for about a week, then go to the police station in your area (dont call - actually go there) take your list of cars, plates, time of day and explain to the police about your suspisions of the mail, and what may be going on? chances are, one of those plates will come up to someone who has a warrant for something, drugs, robbery: that sort of thing. that would be all they would need to have probably cause to drive by there and maybe start watching that area a little more. (although) they would not be able to go in, they would at least be aware that there may be a problem. and if you report it now, you have it on record and your covered. i would also contact your local post office and either get a PO as Moz said and/or tell them to hold ALL of your mail and explain why.. in some cases they will hold your mail and you can pick it up daily. the whole camera idea is good, but check your local laws about that sort of thing, in some areas recording someone (regarless if they are criminals) can get YOU into trouble for violating privacy acts. dont talk to them or confront them, let the police handle it. hope this helps..

Get the PO box and switch your address with every entity that matters.
Report your concerns to the local postmaster and they'll investigate it; it's a felony to steal mail.
Report your suspicions of trafficking to the local vice squad.
Just report everything in a very matter-of-fact way and let the guys with badges get them.

The thing is I really want to catch whoever is doing it in the act. I doubt the PO made the same mistake with the same bill different times. I never had a problem with missing mail up until I confronted the upstairs tenant about their activity.
Moving is out of the question for now. I wont be able to find a better deal than what I got... Parking for 3 vehicles, allowed pets (2 pitbulls and a parrot), garage space, and the whole backyard. We were planning on making this our last rental until we are ready to own. Also I live next door to one of the business agents from my local.
I'm going to take the advice on the PO box, but instead, I'm going to use my mother's address. I spoke to a buddy today who bought a camera for $280 that transmits the signal wirelessly to the hard drive on his computer. I will still have the mail I dont care about sent here. Even if they notice the camera and decide its not a good idea to mess with my mail after all, I'm sure they will be feeling uncomfortable knowing they're being filmed. I dont know the legalities of the camera, but I'm sure filming the driveway and mailbox area cant be illegal on the property I am renting. It will not be facing into anyone's windows or doors.
PS I went to the PO today. I have to meet with them tomarro at 9 am.

Seriously, always make sure all of your doors and windows are secure, get the P.O. Box, arm yourself, if you have any training, (if you don't, get some - any range has local trainers), make sure the local LEO's knows what's going on.

Quite often your local police narcotics team just need a concerned citizen to point them in the right direction. After that, simple records checks will let them know they are drug dealers. Remember, people don't just wake up one morning and say, "Hey, lets sell drugs!" If they are on parole/probation, officers can search their house, arrest them or at least make business bad enough that they will move away. Good luck.
