Wow! The normal citizen would say "how much threat can a handcuffed guy sitting in the back of a cruise pose"? I know, I wasn't there so I can't know the whole story. But still...there are some crazy people in the world.

Cops get away with all kinds of stuff that you and I wouldn't. I was following a DC cop this morning and he kind of rolled through a stop sign, then at the next light, encroached into the crosswalk, which I'm SURE I'd get cited for. Of course I haven't gotten shot at before. Yet...you never know in this area.

It is one of the final officer-involved shootings that Scully's office will review. After grappling with a $6.9 million budget shortfall - and the layoffs of 31 prosecutors - Scully disbanded the unit assigned to such investigate criminal liability in such shootings.

The real reason most of these incidents are found to be "justified." MONEY.

If prosecuted and convicted it would make a civil suit a slam dunk for even the most inept attorney who would sue the city. Scully would find himself out of a job.

I still like to believe that most cops are decent people, but the mentality of even being one takes aggressiveness, egotism, and a desire for conflict. Basically, a superiority complex that thinks you have no rights because they are "in charge."

Some people should not be cops. They need to start giving applicants psych evaluations before issuing them guns.

Uh.....wouldn't the cops have searched him for weapons/contraband as SOON as they cuffed him? Soooo....the cops believed that sometime between cuffing the guy and putting him in the patrol car he was somehow able to get his hands on a weapon and conceal it on his body?

I know this isn't a really good search for weapons you might have on you, so once you're in the car I'll have to shoot you.
