Wth?!?

I got a call from my son's school today. They asked if I could come and get him, instead of him walking the block to our house. Right away I'm thinking he got into trouble at school.

No... a crazy murderer has escaped from a "day trip" to the fair, which is less than a mile from my house!

WTH was a criminally insane murderer doing at the fair?!?

SPOKANE -- Spokane County Sheriff's deputies say an Eastern State Hospital patient, deemed criminally insane, has likely left the fairgrounds after walking away from a day trip to the Spokane County Interstate Fair.

Spokane Co. Sheriff's Dept.

Spokane Valley Police and deputies were called to the fairgrounds around 2 p.m., to search for Phillip Arnold Paul, 47.

Around 3:30 p.m., a sighting of Paul was reported on East Sprague, near Lowe's, but he was not found. Deputies now say Paul is likely headed to either the Tri-Cities or Yakima area.

According to deputies, Eastern State Hospital officials say Paul has been at the facility since being arrested for a homicide. However, Spokane County criminal records show only that he has a history of escape and assault.

Paul is a 5’08” white male who weighs about 220 pounds. He has brown hair and blue eyes, and sports a goatee, and was wearing a red windbreaker over a blue t-shirt and blue jeans.

Spokane County Sheriff Ozzie Knezovich tells KREM 2 news deputies were stationed at all of the fair exits shortly after they were notified of Paul's escape. Investigators are currently conducting background checks to determine where Paul may be headed within the community.

STA bus drivers have also been issued Paul's description in the event he attempts to board a bus.

KREM 2 News spoke with Spokane County Commissioner Mark Richard, who says the patient trip from Eastern State was not authorized by his office, nor is it common practice.

Richard says day trips to events such as the fair are usually for work release, and only by men and women with misdemeanor offenses. Richard says the offenders typically wear something to indicate they are with a jail or hospital group.

Calls to Eastern State Hospital were directed to the Department of Social and Human Services office in Olympia. Spokesperson Jim Stevenson says all hospitals have regular community outings to aid in the recovery process of mental patients, and help them assimilate back into the community.

Stevenson says there is no specific policy on which patients are allowed to participate in outings, and that hospital staff usually selects patients. Although, Stevenson says there is an enforced ratio of staff to patients during community outings.

Deputies say people are still being allowed to both enter and leave the fairgrounds as normal.

The ESH spokesperson said Paul has not exhibited any recent violent behavior. However, anyone who knows of his whereabouts should immediately call 911 rather than approaching him.
Needles to say, I'm not a happy camper.

it was my impression that when you commit a heinous crime, such as murder, you were removed from society. apparently county fairs do not count. is there an explanation as to why this guy was allowed out of prison? remember the good old days when "good" behavior in prison got you an extra pack of smokes? now they let these guys roam the fair.

Crazy. Whatever happened to the good old medieval days of the jailer being arrested and taking the escapee's place in jail until the escapee is caught and returned?

ok that is way worse than a "fool me once" situation. this guy should have never been let out in 1991, but to be let out again after injuring a guard the first time. WTF?!?!?!?

biggest problem with the prison system. ACLU!!!!!!! it's all about their rights, I know I have to deal with it on a daily basis. and yes it sucks.Oh you murdered a family,what can we do to make your stay here better, I better stop ranting.

He's still loose.

I woke up last night, about midnight, to the sound of helicopters circling my neighborhood, repeatedly. I didn't get much sleep after that. Checked the news this morning and, sure enough, it was the Sheriff's Dept. searching for the guy, in my neighborhood!

As more info comes out about this guy, the madder I get. His own family says he is a danger and should not be trusted, but he's been allowed to attend local collages, unsupervised, and we paid for his collage education. He's been allowed weekends out, again unsupervised. He's got a 3 year old son, even tho he was supposed to be locked up since 1987.

All of this, even tho one of his own doctors has said he is afraid to examine this guy without an armed guard in the room, and he's never felt this way about any other paranoid schizophrenic patient he's dealt with.

Yes. I'm really glad Skeeter will be home over the weekend. During the day, I haven't been as worried but at night, while Skeeter is working, it gets scary.

Jeez!

This was on our local news down San Diego way yesterday too. They didn't have any of THESE details though. Just that the whacko was at the fair (for some reason) and escaped.

With a bit of good luck, they'll find him soon and he'll attack the arresting officers and they will finally solve this problem for the long term (like in forever).

The last time he escaped he attacked the jailor. The officer is now permanently disabled.

The news keeps reporting where LE "suspects" he's going and that they'll be looking for him there. After that, of course he's not going there! I'm not blaming the LEOs. They are working hard to get this guy. It's the state government allowing this stuff, then trying to pass the blame, and the news giving the murderer a heads-up about where not to go. I'm so angry!

And, yes, I'm keeping my kids close and my home-defense-system closer.

Looks like they FINALLY caught the guy.

yeah that is a shame that justice was not carried out the way it should have been.I'm usually a peaceful guy, but at some point their has to be a punishment for these people who refuse to learn.

Wow. Pretty bad when I have come here to find out the psycho has been caught.

I really get a kick out of the fact this guy had a back pack loaded with food and clothes and the morons at the hospital didn't question it...
