Technically, the federal government requires the engine to be the same year or newer and available in that vehicle from the factory, as sold in the US. Whether you can register it or not will probably depend on where you live...I don't see any way that engine is going to pass emissions for a '95 YJ, especially since it's pre-OBDII. You might be able to get away with it in a non-emissions county...I've only lived in Davis/Weber so I don't have any experience in that area.
93 is the last year before they have a problem with it
