Uncut the humvee wheels are dot aproved. And its only illegal if you get caught.

That looks like an awesome place with great trails, the huge tree is really something It all reminds me of Australia a lot especially the furns

I would "strongly" recommend a full cage before attempting Little Rubicon...
In a group I led this summer, we had one person in a highly modified YJ w/38" TSL/SX's give it a try. He did very well in fact, but was still denied.
So he winched up about four more feet and headed up the rest of the trail.
Although his wife did take the YJ through the upper crushers...
