Is this normal

is it normal for the wipers to all was be in this position?

Yep, normal and quite annoying i might add.... you get used to it though and your eyes just block them out eventually..

yeah thats normal, i just looked at toshpates pics... i have no idea how his sit that low but yeah yours are normal... just like uplifted said, you will get used to it

You can remove them and change their resting positions, but then the wipe pattern will be different.

I adjusted mine for the best coverage for me and my are close to that but they sit a little lower, yours seem to sit really high, I would take them off and adjust a notch or two.
