WOHVA Updates April 2012

WOHVA Update April ‘12

Since our last update, WOHVA has been working diligently assuring that environmentally responsible OHV recreational opportunities are expanded here the WOHVA was again featured in Petersen’s 4Wheel & Off-Road magazine. The May 2012 issue of 4-Wheel & Off-Road has again featured WOHVA in their Drivelines section. See page 24 under the “Calendar” heading. A conference call with the North Central Wisconsin Regional Planning Commission (NCWRPC) was held in early March. WOHVA is working with NCWRPC on a second (more extensive) Feasibility Study for a 10,000 acre Badger State Motorized Recreation Area (MRA). The study will be used in conjunction with the first study to assure development of the MRA. Informed access advocates will recall that WOHVA previously contracted with an independent consultant to develop a business plan for establishing a MRA here in the Badger State. NCWRPC is located in Wausau, Wisconsin and does major research projects for many northern Wisconsin counties and municipalities. Regular updates on this project will be available on the WOHVA web site with detailed updates expanded upon in the WOHVA Members Only Forums. The WOHVA Spring ’12 Trail Information Meeting was held in Fredonia, Wisconsin. Those in attendance took home very useful information relating to OHV trails in the Badger State. Information shared included; The Pipeline, 4WD & OHM Registration programs, Wisconsin Off-Road vehicle Park, and countless other badger State contemporary motorized trail recreation subjects. WOHVA met with the private consultant drafting our original MRA Operational Business Plan to begin work on the second phase of that plan.

When completed, the study will serve as a site specific feasibility study as well as the business plan for a MRA. The Wisconsin Off-Road Vehicle Park Development Workshop Project Team held two meetings last month. Several WOHVA members participated in the meetings. The Workshop (being held on April 13th) will outline Park development from the perspective of Forest County, as well as from the motorized recreation enthusiast. Both groups will walk away from the Workshop with an understanding out exactly what each must do to assure that an Off-Road Park of regional and national renown becomes a reality in Northern Wisconsin. WOHVA participated in the regular monthly meeting for the Wisconsin Off-Road Vehicle Park, Inc. (WORVP). Regular updates on WORVPI (including meeting agenda & minutes) and all WOHVA special projects can be found in the “Projects” window located on the WOHVA Webpage. Project Updates are available to WOHVA Individual Members on-line and are provided quarterly to WOHVA Supporting Groups and clubs/organizations that have expressed interest by contacting WOHVA and offering their assistance in helping WOHVA expand OHV opportunities here in the Badger State. WOHVA participated in the regular monthly meeting of the Lake States Resource Alliance (LSRA) Land Use & Legislation Committee (LULC). The committee recommends actions on legislation and land management issues affecting public land stakeholders in the lake states region (Michigan, Minnesota & Wisconsin) to the LSRA Board of Directors.
On behalf of our membership, WOHVA contacted Governor Scott Walker and urged his support of Wisconsin Senate Bill 462. S>B> 462 restores regular registration options to former military vehicles, like those which are available for recreational trail use here in the Badger State. Operation under that registration remains subject to Wisconsin Equipment Standards. S.B. 463 does not change an owner’s ability to register former military vehicles for Historic Military Vehicle (HMV) registration, which allows operation in parades and shows.This legislation which originally sought to provide legal registration to hobby vehicles with a clear title, required safety equipment and in good working order was amended due to strong opposition from the Wisconsin Department of Transportation (DOT). Numerous pro-hobby provisions of the bill, with applications to all hobby vehicles, were eliminated at the request of DOT.

WOHVA supported the earlier un-amended bill. While not all that we originally had hoped for S.B. 462 was still worthy of our support.Both NOHVCC & the BlueRibbon Coalition (BRC) were contacted by WOHVA to assist our friends at WORVPI is gathering important research data pertaining to potential visitors at a Motorized Recreation Area in northern Wisconsin. A radio interview featuring WOHVA and our support for the Wisconsin Off-Road Vehicle Park (WORVPI) in Forest County was featured on Wisconsin Public Radio. The interview focused on the economic impact of a motorized recreation area in northern Wisconsin and the upcoming WORVPI Development Workshop (April 13th). Staffers from the Chequamegon/Nicolet National Forest met with WOHVA twice last month to address upcoming closures on the Pipeline which will be announced later this year. Attendee’s at WOHVA’s 8th Annual Wisconsin OHV Enthusiasts Workshop will receive a map of the upcoming closures and have an opportunity to discuss the closures with USFS staff.
Time is running out to register to attend both the WORVPI Developmental Workshop (April 13th) and the 8th Annual Wisconsin OHV Enthusiasts Workshop (April 14th). More information on both of these outstanding informational offerings is available on the WOHVA web site.
