there isn't really any laws on flares plenty here that don't run flares and about the same for people who do, my buddy has a 95 yj, his tires are about 6 maybe 7 inches past the flare never has been stopped for it, as far as tint goes if I'm thinking correctly but I could be wrong I think 21% is the darkest you can go but I'm not 100% on that I've never messed with alot of tint, on lifts I believe after 8 or 9 inches you have to have mud flaps or some sort of protection like a dropped bumper to prevent any debris from kicking up onto other cars and mirrors you only need the rear view I know some states you either need all 3 or atleast the side mirrors

its not illegal here I've honestly not done much wheeling lately since the jeep was down for a month or two for the rebuilt motor and just been busy with work in waiting for spring and summer so I can get out and do more this year I'm wanting to get a lift and some bumpers for mine hopefully this year too also help my friend get a transmission put back in his so he can go he knows of more spots than I do, I normally go trail riding out in the Hoosier national but he's got some spots he's suppose to show me this year

That would be great we had a heck of a time getting it out lol, not sure when he's wanting to do it but he's gotta put new metal on the chassis before it goes in, his jeep has had a rough life he hit a fence post a few years back and now his front end is all warped hood is dented and pushed up his passenger fender looks like an accordion but hey it runs good just needs to be able to move again haha
