Key programming. Easy or Hard?

Had to swap out Steering columns and the guy working on it said something about "well this might be hard because of the sensor bc you are getting into the electrical parts here".

My question is this: can you just transfer the program ( sry not sure what's it's called. I'm new here). From one key to the key coming from the 2nd column I'm replacing it with? Like you would a garage remote? Either by taking it to a locksmith for $50 and transferring it like that or reprogram it somehow to the sensor?
