Lebanon State Park in PA is pretty fantastic. I haven't been up there in a good while though, so I'm assuming you can still ride there.
I'm lucky enough that before my quad was stolen (grumble) I could ride in the woods behind my neighborhood. I could also ride the service roads for the train tracks near my house. Not technically legal, but I never got bothered by the service guys. In fact, if you didn't act like a jackass, many of them would wave.

There are some amazing spots in the pine barrens. Don't usually have to worry about being chased or getting in trouble. Can't think of the name of the exact place I'm thinking of at the moment but I'll try and find out and let ya know.

There are no areas of the pine barrens on public land that are open to riding or operating non-street legal vehicles. Many (not all) of the trails through the state forests are classified as unimproved roads by the DOT and are open for use by street legal vehilcles. If you can legally operate a vehicle on a paved road than you can operate it on the unimproved roads through the state parks. Quads, although required to be registered and insured, are not street legal and therefore you can not ride them on any public road (paved or unimproved).
