Only place you can drive is on Assateague Island. You must purchase a pass and have some basic supplies. A quick google search will give you all the details and the rangers will even mail you an application I think. Good luck!

Also north of Bethany Beach in Deleware. Need a permit up there as well, but there they say you have to be actively fishing. Assateague I think you can just hang out.

Ocean city does not have a beach to drive
on. Only Assateague does. You will meed a tow strap, jack, piece
of wood to support the jack in the sand, and a shovel.
I was there two weekends ago just hanging out kn the beach with the kids and dog.

Another fun place to place to go although much longer drive is OBX. Miles and Miles of Beach to drive, especially during the off season when the Turtles aren't breeding. You can ride from Billy Mitchel Airport (Hatteras) all the way to the southern most point... (HOWEVER you must watch for high tide, or you'll be beached until the next low tide). a lot of fun though. You can built fires on the beach, camp etc. WHY DO I LIVE IN MD AGAIN????

Just be careful though. Most of the ramps are closed during the peak summer season and some of those closures rotate (or they did last summer). But you can get on Ramp 55 in Hatteras (closest to the ferry to Ocracoke Island) and drive to the tip of Hatteras. Or better yet, get on the ferry take the 45 minute ride over to Ocracoke Island and continue your 'offroad' drive south.
