steering box @ power steering problem

My steering box was leaking pretty bad so I replaced it with a rebuilt unit from Napa. I have a 97 TJ they said they were the same as a Cj. Now the power steering does not work. So I put another one on thinking they gave me a defective one. The same thing is happening. The power steering works if you keep the RPMs up to 2000 or above. Can some one shed some light on this problem. Thanks, jeeptj97

did you bleed the air out when filling it with fluid? it seems like the rpm's have to be high for the pump to work.
