Once you get a rig that way there a several basic things to start on. First pull the plugs< cap, rotor clean and dry with a hair dryer to get all the water out. While the plugs are out you can then turn the engine over to clear and remaing water. You can spray some oil in the cylinders adn turn it over a little and reassemble. Leave one plug out to check for spark. Fuel system has to be good and maybe go for a start. If you got fuel and spark pull the wet air cleaner out and give it a try. You can use soome starting fluid to give it some incentive. Your biggest challenge is what got wet and is it still wet like a lot of the wiring. So let me know how it is progressing.
