|jeepjones||Yes you can mix water and washer fluid, as to the sound it could be a few things 1: idler pulley(s), 2:Alternator bearings 3:fan clutch 4: power steering pump/steering gear, your going to have to try and narrow down your search.|

Does it fly?
Maybe check hoses. Also, is there any modulation in the sound when you turn the steering wheel? Not sure, but maybe check if there are any codes using key trick (what year is your TJ?)

Cold Wrangler Noise, pretty weird..
Here is the thing i just barely noticed this whining/whooshing/wirrling noise coming from the engine. I checked the belts and they looked fine, and checked the powersteering fluid, everything seems to be in working order and everything is running straight. The noise comes when i rev the engine to about 2000rpms and gets louder. The jeep doesnt have to be moving, so i assume its coming from the engine.
Here's the weird part, It doesnt happen when i first start the jeep, took it about 1 mile than it started again. I was thinking its something expanding sense its warming up. It kept on whooshing, and whining on the highway until i dropped off my GF, it got louder. I decided that this was shit, so i drove it for about another 15 mins, the noise went away. Wtf is going on what else can i check to help see what that annoyance is? It drives good.
On a sidenote, the jeep has water for its washer fluid, ive been using it and its pretty low now. can i mix water and washing fluid?
