1st gear problem

I have a '93 YJ manual and whenever i try to put it into 1st gear it feels as if it will not engage. and often it wont engage it takes a few tries of: neutral, release clutch, depress clutch and attempt to put it in first gear again. Is this a synchronizer issue??
