Temp Gauge Pegs

I had a Gauge problem and changed out the circuit board...solved all except the temp gauge it still pegs when it is powered ( turn key on or start )...replaced the sensor and made sure I had good connection on wiring...could I have a bad sensor? Any other thoughts?

Thanks
