Radiation pattern favors the largest ground area so if it is mounted to the rear of the vehicle, most of the signal gets radiated towards the front. Unless the antenna is built to compensate. It's a minor consideration. I would go as mentioned and mount to the rear.

Check Out This From Quadratec. TeraFlex Passenger Side CB Antenna Mount
They Have Both Passenger Or Driver Side Mounts. There Are Stainless Steel Mounts As Well.

Need Help Finding Out Where To Mount My Antenna Whip On My TJ
I've Noticed Having A Hardtop Wrangler That It's Hard To Find Out Where To Put A Antenna For My HAM Radio, Please If Anyone Has One On And Could Show Me I Would Be Very Grateful. I Thought The Passenger Rear Would Be A Good Spot But I Don't Know If They Have Brackets That I Can Buy For That. And If It Would Interfere With Removing The Hardtop. Also The Thought Of A 5 Foot Whip Coming Off Of It Would Always Give Me The Joy Of Looking At It As A RC Jeep, If Anyone Can Help Me Thank You Very Much
