14V on ECM - Really?

Anyone ever read over 14v on sensor - crankshaft position sensor out?

All the ORANGE wires that are sensor out for vehicle speed sensor, crankshaft position sensor and coil reads over 14V when key is on and engine is NOT running. Anyone ever see that?

I have a no start, no fire situation on 93 YJ 4.0L. I have replace the crankshaft position sensor, coil, distributor.. Most recently had the ECM rebuilt. according to the wiring diag, ORANGE is input to ECM for these sensors. WHAT is up? Please help. No start, no fire, very frustrated
